Taiwanese Student Association Constitution
(Combined Ver.)
1. TITTLE
-
The title of this organization shall be known as "Texas A&M University Taiwanese Student Association."
2. PURPOSE & GOAL
-
To promote the understanding and awareness of Taiwan’s history, politics, economics etc.
-
To promote fellowship among Taiwanese students at TAMU.。
-
To promote understanding and friendship between Taiwanese and other nationalities.
-
To function as a non-profit organization in pursuit of the above.。
3. MEMBERSHIP
-
Persons who are faculty, staff, or students of TAMU as well as their families, may be granted membership
4. RIGHT OF MEMBERS
-
Attend Taiwanese Student Association (TSA) activities and discussions and contribute freely to topics of discussion.

Members over 18 years of age may contest elections as well as participate in the constitutional removal of elected officials.
-
Enjoy all other rights and privileges implicit and explicit.
5. OBLIGATION
-
Pay annual membership fee.
-
Obey decisions of the TSA.
-
Fulfill the obligations.
6. ORGANIZATION
-
TSA consists of general members, officers and supervisors.
-
Meetings will be designated as “whole member” meetings.
-
The group of officers will be construct by the elected president, and the nominations of other positions.
7. FUNCTIONS OF WHOLE MEMBER MEETING
-
Elect the president and supervisors.
-
Discuss and/or make suggestions pertaining to the conduction of TSA affairs.

To be held at the end of each April.

Temporary meetings may be called to discuss immediate concerns. Decision to hold the temporary meeting requires the support of all officers or ¼ of the whole committee. The temporary meetings must be held within two weeks of the completion of the above procedure. Occasions requiring a vote by the whole member committee must be attended by at least 1/3 of all voting members. The passage of any such proposal must be approved by at least ½ of eligible attending members.
8. PRESIDENTIAL ELECTION
-
The President of TSA must meet the following requirements:(1)A general member of TSA for at least four months (2) At least 2.0 GPR. (3) At least half time (six or more credit hours) in Texas A&M University.

Candidates that fulfill the above requirements must be submitted to the officers, and be nominated as a presidential candidates in TSA whole member meeting.

The term of office for the president and other officers is 1 year. President can be re-elected once, and the transition from the current officers to the newly elected officers will be in the first week in May each year.
9. PRESIDENTIAL RECALL
-
President recall must be proposed at the officer meeting with notice to TSA advisor. Any such proposal must be accompanied by a petition containing at least 1/3 of the whole committee signatures. Occasions requiring a vote by the whole member committee must be attended by at least 2/3 of all voting members, The passage of any such proposal must be approved by at least 1/2 of eligible attending members.

With the removal of the president, new elections must be held within 4 weeks. (the procedures of election refer to Article 8.)
10. OFFICERS
-
President:(1) Act as official representative of the TSA. (2) Coordinate TSA activities and oversee the function of TSA officers.

Vice President: Take over the responsibilities of the President when the President is in absence.

Treasurer: (1) Collect membership fees. (2) Ensure proper financial records and disclose them on a regular basis. Financial records must be send to all TSA members via email before member meeting in April each year, September and February

Officers meeting will be hold with at least two officers.

The term of the by-elected President and his/hers officers expired immediately at the transition of newly-elected committee of officers.

The committee of officers is a directive system. The president is the chairman, and the decisions must be sent to all TSA members via email.
11. OFFICERS AND DUTIES
-
Hold meetings and elections according to the TSA constitution.

Coordinate TSA activities.
-
Un-authorized officer decisions does not represent TSA as a whole.
-
TSA officers are un-paid, any financial activities must be in the record, and accessible for all TSA members.
-
TSA must be responsible for the all TSA members.
12. COMMITTEE OF SUPERVISOR
-
The committee of supervisor is a group of supervisors that supervise officers and accept petitions from the members. The committee consists of an advisor and two supervisors. Moreover, the advisor and supervisors must not be an officer or president.

The requirements for supervisors must follow the rules in Article 8.

The supervisor candidates must be nominated before the whole member meeting in September, and the election will be held during the whole member meeting.

The term for supervisors is one year, and supervisors can be re-elected once. The transition from the current supervisors to the newly-elected supervisors must be scheduled right after the election.

The recall procedure of supervisors must follow Article 9. Once the recall is approved, officers must hold a by-election within four weeks. The transition must be scheduled right after the election.

The term for by-elected supervisors expires immediately at the next supervisor transition.

Before officers release financial reports, supervisors must inspect the reports.

Any transaction more than 200$ must be approved by the committee of supervisors.

The committee of supervisors must oversee the transition of officers
-
The committee of supervisors must hold a temporary meeting when TSA encounters one of the following situations: (1) Serious conflicts or dereliction of duty occur among the officers (2). Petition by 1/2 of TSA members.
13. AMENDMENT OF CONSTITUTION
-
Any amendment to this constitution must be passed at whole member meeting attended by 2/3 of all voting members. Passage requires a vote of approval by 2/3 of attending members.
